Commute Death Benefit

The unpaid balance of a death benefit (LC 4702) is a fixed stream at the weekly rate, so it commutes with Table 1 like PD. Continuing payments to minor or incapacitated dependents under LC 4703.5 are not a fixed sum and are not commuted here.
